PCW backs gov’t gameplan for unity, peace, development

MANILA, Philippines— The Philippine Commission on Women (PCW) expressed its full support for President Ferdinand R. Marcos Jr.’s issuance of Memorandum Circular No. 83, which mandates the adoption and implementation of the National Action Plan for Unity, Peace, and Development (NAP-UPD) for 2025 to 2028.
In a statement Tuesday, the PCW said it welcomed the plan as a critical move toward achieving sustainable and inclusive peace, particularly one that addresses the unique vulnerabilities of women and girls in conflict-affected areas.
The Philippine Commission on Women (PCW) is responsible for advancing and safeguarding the rights of Filipino women. As the primary policy-making and coordinating body on women's issues and gender equality in the Philippines, the PCW aims to fully integrate women into national development, foster their economic, social, and political empowerment, and protect the progress they have achieved.
“Conflict and violence affect entire communities—but women and girls often bear the heaviest burden, facing disproportionate risks due to deeply rooted gender inequality and intersecting forms of discrimination,” the commission said.
PCW Chairperson Ermelita V. Valdeavilla emphasized the importance of women’s involvement in peacebuilding, noting that their perspectives are essential in crafting long-term, inclusive solutions.
“Women may often be the first to suffer in times of conflict, but they are also vital agents of peace and development,” Valdeavilla said. “When women are included at the decision-making table, their voices are heard, and their perspectives shape solutions.”
The NAP-UPD, according to the commission, provides an opportunity to institutionalize the leadership and participation of women and other marginalized sectors in fostering unity and building resilient communities. The PCW vowed to work with government agencies, civil society, and development partners to ensure the plan is implemented in a gender-responsive, rights-based manner.
The commission also noted that the NAP-UPD aligns with key national and global frameworks, including AmBisyon Natin 2040, the Philippine Development Plan 2023–2028, and the United Nations Sustainable Development Goals, particularly Goal 16 on peace, justice, and strong institutions.
