Jubahib ang kahalagahan ng patuloy na paghahatid ng serbisyo tulad ng pabahay, kalsada, eskwelahan at mga pangkalusugang pasilidad upang mapanatili ang kapayapaan at hindi na manumbalik pa ang insurhensya.
